In your Windows OS phone, go to Music and Movie. Within the settings of that app, there is a Cloud Sync or Sync Online Collection option. You will want to turn this to off and reboot your phone. Now attempt to play the WhatsApp. movie.

You can’t recover it because you did not save it to your phone and it was liquidated from the app before the daily backup of WhatsApp. Ask your friend to send it again. This time, by hand backup your WhatsApp.
